Usually the CSS would have been linked to another page with:
HTML Code:
<link href="style.css" rel="stylesheet" type="text/css" />
But it's not always needed, the <style> tag supports CSS. In the context of my comment, I needed to place them in the code all together so I figured whynat.jpg
